Article 4. Supplementary District Regulations
§12-401 OBSTRUCTION TO VISIBILITY.
1. Visibility at Intersections in Residential Districts: On a corner lot in any residential district, nothing shall be erected, placed, planted, or allowed to grow in such a manner as materially to impede vision between a height of two and a half and ten feet above the center line grades of the intersecting streets in the area bounded by the street lines of such corner lots and a line joining points along said street lines 50 feet from the point of the intersection.
2. Fences, Walls and Hedges: Notwithstanding other provisions of this Chapter, fences, walls, and hedges may be permitted in any required yard, or along the edge of any yard, provided that no fence, wall or hedge along the sides or front edge of any front yard shall be over two and one-half feet in height.
§12-402 SUPPLEMENTAL BUILDING RESTRICTIONS.
1. Accessory Buildings: No accessory building shall be erected in any required yard, and no separate accessory building shall be erected within five feet of any building.
2. Erection of More than One Principal Structure on a Lot: In any district, more than one structure housing a permitted or permissible principal use may be erected on a single lot, provided that yard and other requirements of this ordinance shall be met for each structure as though it were on an individual lot.
3. Exceptions to Height Regulations: The height limitations contained in the Schedule of District Regulations do not apply to spires, belfries, cupolas, antennas, water tanks, ventilators, chimneys or other appurtenances usually required to be placed above the roof level and not intended for human occupancy.
§12-403 ACCESS AND PARKING REGULATIONS.
1. Structures to Have Access: Every building hereafter erected or moved shall be on a lot adjacent to a public street, or with access to an approved private street, and all structures shall be so located on lots as to provide safe and convenient access for servicing, fire protection, and required off-street parking
2. Off-Street Parking and Loading Requirements: Off-street parking and loading spaces for specific uses shall be provided as follows:

§12-404 ON-SITE SIGNS AND OUTDOOR ADVERTISING
1. On-site Sign Standards: Signs erected as on-site signs in those districts where this use is permitted shall not be less than 20 feet from a roadway right-of-way.
2. Outdoor Advertising Standards: Signs erected in the out-
door advertising business in those districts where this
use is permitted shall conform to the following standards.
a. Each sign shall have a maximum permissible area of 300 square feet;
b. Each sign shall have a maximum permissible width of 25 feet and a maximum permissible height of 12 feet;
c. The highest point of any sign shall not extend more than 25 feet measured from ground level at its supports;
d. A sign shall be no less than 300 feet from any other signs erected on the same side of a roadway from which the signs are intended to be read;
e. A sign shall not be closer than 300 feet from a roadway right-of-way; and
f. The lowest point of any sign shall not be closer than 5 feet to ground level measured at the sign supports.
§12-405 MOBILE HOME PARKS. Mobile home parks may be developed in those districts where this use is permitted in accordance with the following requirements:
(1) The park has a minimum site area of 3 acres.
(2) The park complies with all licensing procedures, health, zoning, plumbing, electrical, building, fire prevention and all other applicable ordinances and regulations of the City.
(3) A distance of thirty-five (35) feet shall be maintained between mobile homes in all horizontal directions.
(4) No mobile home shall be located closer than thirty-five (35) feet to any exterior property line.
(5) The request for this use shall specify the location and legal description of such proposed mobile home park and the proposed mobile home sites, sanitary utility lines, and other improvements.
(6) The park is properly landscaped, in the opinion of the Planning Commission, so as not to constitute a nuisance to other residents.
(7) Mobile homes in such parks shall be limited to use for residential purposes.
(8) Mobile homes in other than approved parks, except as otherwise permitted by this Chapter, are hereby declared to be nonconforming uses and subject to the restrictions and regulations applicable to such uses.
